Position Overview:
NSC Staffing is seeking a skilled Planner to provide accurate work specifications and change orders in accordance with Government guidelines and standards for Navy ship repair projects. This position requires a strong understanding of Navy Maintenance Database (NMD), ship repair processes, and the ability to communicate effectively across disciplines to resolve planning conflicts. The Planner will collaborate with multiple teams to ensure the integration of planning into the overall project schedule.
Essential Functions & Purpose (Job Description):
The Planner will:
- Prepare, revise, and issue planning documents, work specifications, and change orders in compliance with Government guidelines and technical specifications.
- Conduct ship checks to gather required information and ensure all work requirements are met.
- Create NMD availabilities and Work Specification Items to facilitate project planning.
- Review and validate the planning process on a weekly basis with government and internal parties to ensure all project requirements are met.
- Prepare planning reports for dissemination to the government for processing.
- Organize and lead meetings to update key personnel on planning changes.
- Collaborate with Estimators and Schedulers to ensure all planning information is represented correctly in the project timeline.
Position Demands:
Education/Training:
- A BA/BS in a related field, or AA/AS plus two (2) years of directly related experience, or six (6) years of directly related experience.
- Must be familiar with working in a Navy ship repair environment.
- Strong knowledge of Microsoft Office products and Navy Maintenance Database (NMD) Planning and Execution Modules.
- Ability to read and interpret drawings, blueprints, and specifications for work items.
- Strong communication skills with the ability to resolve planning conflicts effectively across multiple disciplines.
Physical Requirements:
The Planner must be capable of performing the following physical activities:
- Carrying, Lifting, Walking, Climbing, Crawling, Kneeling, Stooping, Standing.
- Ability to access all areas of the facility, including confined spaces, aboard vessels, and drydocks.
- Must be able to work in dirty, hot, cold, noisy environments and wear personal protective equipment (PPE).
- Visual Requirements: Ability to read and interpret technical documents, blueprints, and drawings.
- Hearing & Talking: Must communicate effectively in a variety of environments.
Working Relationships:
The Planner reports directly to the Planning Manager and interacts with multiple departments including Trades, Production Management, Estimating, Scheduling, Supply Chain, Contracts, and the customer. This position does not have direct reports but requires coordination with other teams to ensure project objectives are met.
Principal Responsibilities:
- Develop, revise, and issue planning documents, work specifications, and procedures in compliance with relevant instructions.
- Perform ship checks and inspections to assess work requirements and ensure compliance with project goals.
- Create NMD availabilities and Work Specification Items to support project planning and execution.
- Collaborate with key stakeholders on a weekly basis to review and validate planning processes and ensure alignment with overall project timelines.
- Prepare and distribute planning reports to the government and internal teams.
- Organize meetings to keep key personnel informed of updates and changes to planning documents.
- Work closely with Estimators and Schedulers to incorporate planning into the overall project schedule.
Accountability:
The Planner is responsible for producing accurate and complete work specifications and change orders, ensuring compliance with all technical and governmental standards to support Availabilities and special projects.
Unique/Additional Requirements:
- Must be willing to travel and have reliable transportation.
- U.S. Citizenship required and ability to qualify for a Common Access Card (CAC) and security clearance.
- Must have a reliable record of attendance and be available for overtime as needed.
- Ability to work in environments requiring the use of personal protective equipment (PPE), and navigate aboard vessels, drydocks, tanks, and confined spaces.
